    SUMMARY: The Pacific Northwest Electric Power Planning and Conservation Act of (16 U.S.C. § et seq.) requires the Council to adopt and periodically review and revise a regional power plan, the Northwest Electric Power and Conservation Plan. The Northwest Power and Conservation Council is a regional organization that develops and maintains a regional power plan and a fish and wildlife program to balance the Northwest's environment and energy needs.
